The board meeting was called to order at 6:00 p.m.  Pledge of allegiance was recited.  All board members were present along with 12 residents. 

Motion to adopt the agenda as given by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried. 

Minutes of the 1/9/24 meeting were read.  Motion to accept the minutes as read by Supervisor Groy, seconded by Supervisor Wagner.  Motion carried. 

Jumped down to Variance on agenda.  This is an established lot in the Town Corner Lake Plat which is under the 2 acre minimum.  It is for a garage on a slab.  Motion to approve variance by Supervisor Groy and seconded by Chairman Younglove.  Motion carried. 

Revaluation Explanation by Scott Tennessen was next taken up.  Last reevaluation was done in 2016.  The Town of Beecher fell under 90% in 2021.  The state will be releasing the new assessment ratios on August 15th.  Scott Tennessen will then begin doing the reevaluation then.  Normally we have 40-45 sales in the town but last year there were 76 sales.  Notice to taxpayers should be sent out mid September and Board of Review will be completed in October. 

Treasurer’s report given.  Motion to accept the report as given by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried. 

Recycling report for January were 17.9 tons of garbage and 3.9 tons of recyclables.

Report on building permits and fire signs showed 3 building permits, 1 razing permit and no fire signs.  A 8x40 shipping container for storage on Ring Lane; a 32x21 1 bedroom plus loft on Ring Lane; and a 20x36 outbuilding on County Z.  The razing permit was on Butterfield Lane.  Motion to accept report by Chairman Younglove and seconded by Supervisor Groy.  Motion carried. 

Received an email from Beecher Lake District asking the town to take ownership of the drain gate valve and maintenance along with a request to put up a bulleting board for postings at the park area.  Motion to deny taking ownership of the drain gate valve and maintenance by Chairman Younglove and seconded by Supervisor Groy.  Bulletin board ok by all members.  Motion carried. 

Ordinance adopting commercial state building code discussed.  This is needed for Bob Grandaw to do our building inspections.  Motion by Supervisor Wagner to adopt the ordinance and seconded by Supervisor Groy.  Motion carried. 

6-20 Culvert Agreement from Delmore Consulting.  The State of Wisconsin is requiring all towns to make a survey of their culverts.  This is size from bank to bank.  We believe we have a small number of them in the town but an engineer is needed to put all of the GPS information in.  It will cost $100 per culvert but the state is reimbursing each town $100 per culvert.  Motion to accept the Delmore Consulting Agreement by Chairman Younglove and seconded by Supervisor Groy.  Motion carried. 

Last year during our budget process we budgeted for a $1.00 an hour raise for each of the highway workers.  This was not put into a formal motion at that time.  Formal motion to give each of the highway workers a $1.00 an hour raise retroactive to January 1, 2024 by Supervisor Wagner and seconded by Supervisor Groy.  Motion carried. 

Representatives from Pflueger Fishing Club were present and requested to clean up additional dead trees in the Sand Road park and requested to adopt the park to mow grass and keep the park cleaned up.  They wondered if the town had any picnic tables but at this time we do not.  The board is OK with them adopting the park and thanks them for their help. 

Discussion of ongoing road improvements showed that they crew has been doing some brushing.  Road weight limits have been put on the roads due to weather conditions.

Motion to approve bills in the amount of $75,852.77 by Chairman Younglove and seconded by Supervisor Wagner.  Motion carried.  Note:  This included PILT payments of $36,919.83 to school, NWTC and county.

Next meeting will be March 12th at 6:00 p.m.  Motion to adjourn meeting by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried.  Meeting adjourned at 6:35 p.m.
